Delaware County PA Luxury Home Market Update for February 2010

The Luxury Home Market continues its slow pace as we head into the traditional 2010 sales season.

HarrisonThere have been many changes in the market since our last update in June but most of those have impacted the market at lower price points.  The primary sales activity continues to be first time buyers or lower move up buyers as people continue to take advantage of the 2009 and now 2010 Homebuyer Tax Credits.  At the higher price points, activity is still constrained by the availability of loans with prices remaining fairly flat or trending lower.

In the luxury market, sales have continued to drift.  In 2009 for the year, there were 67 completed home sales in the $1,000,000+ market down from 93 in 2008 and the peak of 132 in 2007.  The average sales price dropped again to $1,481,000 in 2009 from $1,585,000 in 2008.  The average days on the market rose from 93 days in 2008 to 117 days in 2009.  The most expensive home did rise a bit to $2,500,000.  WorthingNew Homes continued to take a large share with 33 of the 67 completed sales.

Today there are an additional 129 homes currently on the market with an average asking price of $1,984,000.  This includes 57 new construction homes and properties ranging up to a list price of $13,500,000.  There are also 18 properties under contract at an average price of $1,647,000 including 9 new homes.

Bottom Line: So, as we last found in June, the luxury home market continues to be working against the economy and financing issues as it waits for confidence to return to the market.  As before, new homes enjoy a large share of the market as home buyers still appreciate the flexibility that new construction affords.

Just a few additional snow facts compliments of CBS 3:

- Every snow flake has 6 points
- There are 6 basic shapes
- Dry snow piles up faster
- Every State has had snow

Finally just one more thought:  The most snow produced in a single snowstorm was 15.75 ft/ 189" at the Mt Shasta Skibowl in California between February 13-19, 1959.  No problems here.

SEPTA R3 Rail Line Fernwood-Yeadon Station Serving Yeadon, Upper Darby, and East Lansdowne PA

Welcome to the Fernwood - Yeadon Station on the SEPTA R3 Regional Rail Line.

Fernwood - Yeadon SEPTA R3 Station Yeadon PAThe Fernwood - Yeadon Station of the SEPTA R3 Regional Rail Line serves the adjacent communties of Yeadon, Upper Darby, and East Lansdowne PA.  The station itself is located on the border between Yeadon and Upper Darby and is just one block south of East Lansdowne.  This location provides easy access to Church Lane heading north and south and to Baltimore Pike heading east or west.  This is the first rail stop in Delaware County as you head west from Philadelphia.

The platforms are located just below the Church Lane bridge as it passes over the R3 Tracks.  There is no dedicated SEPTA parking per-se but there are limited long-term parking meters on the east bound(south side) of the tracks. (and they come with friendly but attentive Yeadon Police supervision - feed the meters).  There are stairs going up to Church Lane from both sides of the stop and a direct cross walk between platforms at track level.  The video will provide a better overview:

 

This station does serve the three separate communities of Yeadon, a small part of southern Upper Darby, and East Lansdowne.  In general, the real estate activity throughout the immediate area has been similar to that seen throughout Delaware County with activity peaking in 2004/2005 and prices topping out in 2007.  Complete details will be covered in separate posts for each area.

2010 Philadelphia International Auto Show

Remember that this is the week to visit the 2010 Philadelphia International Auto Show.

MercedesIt's not too late to visit the Auto Show.  The show will be open Friday from 12:00-10:00, Saturday from 9:00-10:00, and Sunday from 9:00 till the show closes at 6:00 PM. (and the show will run during the originally scheduled hours regardless of the weather)   In addition, kids will be admitted FREE on Sunday from 9-3.  Darryl Dawkins will be visiting from 6-7 PM Friday evening and Eddie Alvarez will be on site from 2-5 Saturday.

The show allows you a great opportunity to visit almost every manufacturer selling vehicles in the area.  2010 Philadelphia International Auto ShowIt's a great chance to try out their vehicles without having to travel from dealer to dealer and without any sales pressure.  You also can see some classic cars that are on exhibit and preview some upcoming models not yet on the market.  DUB LIVE! is also returning to the show in almost twice the space.

Rutledge PA History and Homes

Welcome to Rutledge PA in Delaware County Pennsylvania.

Rutledge is one of the smallest boroughs in Delaware County containing less than 275 residential properties per the tax records and about 860 residents.Rutledge PA Sign Occupying about 1 square mile, it was founded in 1885 and incorporated as a Borough in 1885.  The earliest reference to its name was from the Rutledge Mutual Land Improvement Association but the origin of the name is still in question.  It was either named after an early sweetheart of Abraham Lincoln or the novel Rutledge by Miriam Coles Harris.

Today it is a popular Borough conveniently located in southern Delaware County just east of Swarthmore.  It has its own fire department, parks, and Borough Hall and Rutledge is part of the Wallingford-Swarthmore School DistrictRutledge PA Borough HallIt is within easy driving distance to I-95 by driving south on Route 420 or to I-476 by traveling west on MacDade Blvd.  The SEPTA R3 Regional Rail Line serves the Borough through the Morton-Rutledge Station just to the north.

On a relative basis, Rutledge has had a fairly stable real estate market as compared to many of the surrounding communities.  The average prices for homes in the area first surpassed, $200,000 in 2004 with an average sales price of $226,000.  Rutledge PA HomesSince then the average sales price has varied between a low of $244,000 in 2009 to a high of $281,000 in 2007.  There has consistently been 5 or 6 sales per year from 2004 through 2009.  In 2010, there has been one home sold for $150,000 and there are currently 3 additional properties on the market with an average asking price of $296,000 (there are no properties currently under contract).

With its stable sales and stable pricing, Rutledge seems to have successfully avoided much of the volatility seen in other areas of Delaware County.  With its great location, strong school district, and solid housing stock, it should continue to be a popular and stable area for the future.

The EPA's Renovation, Repair, and Painting (RPP) Rule Affects You!

I just wanted to pass on a reminder from the Home Builders Association of Chester and Delaware Counties that the new EPA Renovation, Repair, and Painting ( RPP ) rule will be effective on April 22, 2010.

From the EPA website:

The Darley House"Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing lead-based paint, which can be harmful to adults and children.

To protect against this risk, on April 22, 2008, EPA issued a rule requiring the use of lead-safe practices and other actions aimed at preventing lead poisoning. Under the rule, beginning in April 2010, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination."

The EPA RRP Rule covers any work for pay that disturbs 6 square feet or more in the interior or 20 square feet or more of lead based paint on the exterior.  As with most government mandates, consumers should expect increased costs and time associated with any of this work in the future.  "By April 22, 2010, firms must have "Certified Renovators" assigned to jobs where lead-based paint is disturbed."

Winter HomeIn our day-to-day activities, it is important to note that this does apply to Property Owners of Rental Housing.  It also can impact all the associated groups such as Contractors, Homeowners, Tenants, Realtors, Property Management Firms, and Training Providers so it is essential that individuals be aware of the new rules and general requirements.  For more information or questions on the EPA RPP Rule (Renovation, Repair, and Painting), be sure to check out the EPA Website.  You can also find more general information on their site at their Lead Home Page.

This is important information for this region as there are many homes and buildings built prior to 1978 that could potentially contain lead based paint.  EPA fines per violation are $37,500 so it is important not to ignore the potential consequences of not following these new regulations.  The National Association of Realtors Site also has a great Lead Paint Renovation Rule Compliance Guide answering the most frequently asked questions.

Forbes Names Minneapolis Area (And the Philadelphia-Camden-Wilmington Metro Area!) as One of Best Places to Buy Instead of Rent

 

Thanks to Jeff Schulz for finding this and I am pleased to note that the Philadelphia-Camden-Wilmington Metro area is also highlighted as one of the top 10 places to Buy instead of Rent. 

Take a look at the complete Forbes article to see how they did the anaylsis and see the details on the numbers.  This is just one more indication of a stabilizing market in the area.

MinnesotaForbes.com gave the 10 best metro areas to go from renting to buying.  As most people know, the first time homeowners tax credit is still available and interest rates are at historically low levels.  However, Forbes states some cities stand out more than others as places to purchase your home now.  In the Minneapolis area, they state "the premium to buy--the spread between what you'd spend on renting and what you'd pay each month for a mortgage--is far narrower now than its 15-year average."  It is also predicted to have a price hike in roughly five years, making the value of your property go up.

Forbes details how it decided what cities were the best to go from renting to buying at this time.  First, they used data collected from the US Census, National Association of Realtors, and mortgage rate information to obtain the premium in the third quarter 2009 and compared it to the average premium over the last 15 years. The cities with the biggest drops ranked highest.

Forbes also looked at areas where home buying is a smart investment so factored in the five-year forecast in the S&P/Case-Shiller Home Price Index from Moody's Economy.com.  Minneapolis not only had one of the biggest discounts in premiums, but also has big projected increases in home prices over the next five years.

Job stability was also considered, so companies like Target and General Mills that are located in the Twin Cities area was a positive.  Other areas mentioned were Charlotte, San Francisco, Portland and Washington DC.

SEPTA 102 Trolley North St Station Collingdale PA

Welcome to the North St Station on the SEPTA 102 Trolley Line in Collingdale PA.

SEPTA 102 Trolley North St Station Collingdale PAThe North Street Station on the SEPTA 102 Trolley Line is the first stop in Collingdale as the Trolley runs from the 69th Street Terminal to Sharon Hill.  This is a small local stop located at the intersection of Woodlawn Ave and North St.  It is also the end of the dual line tracks with only a single track continuing the line into Sharon Hill.

The station itself has a small shed on the northbound side for waiting passengers.  It does not have any dedicated parking but is a great stop for local commuters and is within easy walking distance of much of the local community.  The area is largely residential with limited commercial activity across from the station on Woodlawn and some stores one block further east on Clifton.  The video will provide a better feel for the area:

Collingdale itself has a nice mix of single family homes, twins, and row homes throughout the area.  The commercial activity is largely centered along Macdade Blvd running along the southern portion of the borough.  For more complete information on Collingdale be sure to check out the recent blog: "Collingdale Borough PA History & Homes".

The North Station is a convenient local commuter stop on the SEPTA 102 Trolley providing easy access to Sharon Hill and the 69th Street Terminal and convenient connections to other regional SEPTA bus, trolley, and rail lines.

This Sunday, January 31, from 12:00-2:00, we will be holding an Open House at 59 Penn Blvd in East Lansdowne PA. This is easily accessible.  From the intersection of Lansdowne Avenue and Baltimore Avenue travel east on Baltimore to a left on Penn.  The home is just to the north on the right hand side.

59 Penn is a classic Delaware County straight through twin.  Conveniently located in the first block north of Baltimore Avenue, the property is just minutes west of Philadelphia Open Straight Through Twin Designand provides easy access on Baltimore Pike west toward Lansdowne, Clifton Heights and the rest of Delaware County.  The R3 SEPTA Regional Rail Line is easily accesible running just south of Baltimore Ave from Philadelphia to Media.  Long Lane along the eastern border of the Borough runs north to Upper Darby, 69th Street Terminal, and the trolley lines throughout the region and south towards the Philadelphia International Airport.

Twins are a popular design throughout the area.  Originally developed in the UK and Australia, twin homes are side by side units with a common center wall.  Although the units are often mirror images when first built, Outside Basement Entry 59 Penn Blvd PAthey can be heavily modified over the years since they are separate pieces of property. This allows the owners to customize their units to match their needs.  There are various designs employed but the straight through design provides a more open floor plan and efficient use of space.

CHANGES AT FHA

 

This is great information that you ought to be aware of directly from HUD.  Thanks to David Stevens for taking the time to provide this directly.

I wanted to take a moment to make sure you are familiar with events surrounding a sweeping set of policy changes for FHA announced earlier this week. The announcement details the changes that Secretary Donovan promised to deliver by the end of January when he testified before Congress last month.

 

The new policies are designed to strengthen the FHA's capital reserves so we can continue to fulfill our mission of serving underserved communities.  In addition, we were determined that these changes should support, not disrupt, the nation's housing market recovery.  Bringing these changes to market has been the result of a lot of hard work and long hours.  And, I am proud to have worked with so many of you on this initiative.

 

What changes will be implemented?  We announced the following on January 20:

  1. Increase the up-front mortgage insurance premium (MIP) to 2.25%;
  2. Update credit score and down payment requirements for new borrowers;
  3. Reduce seller concessions to three percent, from six percent; and
  4. Implement a series of significant measures aimed at increasing lender enforcement. 

 

When combined with the risk management measures announced in September of last year, these new changes are among the most significant steps ever taken by FHA to address risk.  Additionally, by continuing to provide affordable, responsible mortgage products, FHA will support the housing market's recovery.  Importantly, FHA will remain the largest source of home purchase financing for underserved communities.

 

Let's go into more detail:

 

Announced FHA Policy Changes:

 

1.      Increase the MIP to build up capital reserves and bring back private lending.

o    The first step will be to raise the up-front MIP by 50 basis points to 2.25% and request legislative authority to increase the maximum annual MIP that the FHA can charge.

o    If this authority is granted, then the second step will be to shift some of the premium increase from the up-front MIP to the annual MIP.

o    This shift will allow for the capital reserves to increase with less impact on the consumer because the annual MIP is paid over the life of the loan instead of at the time of closing.

o    The initial up-front increase is included in Mortgagee Letter 2010-02 and will go into effect in the spring.

 

2.      Update the combination of credit scores and down payments for new borrowers.

o    New borrowers will now be required to have a minimum credit score of 580 to qualify for FHA's 3.5% down payment program.  New borrowers with less than a 580 credit score will be required to put down at least 10%.

o     This allows the FHA to better balance its risk and continue to provide access for those borrowers who have historically performed well.

o    This change will be posted in the Federal Register in February and, after a notice and comment period, would go into effect in the early summer.

 

3.      Reduce allowable seller concessions from 6% to 3%.

o   The current level exposes the FHA to excess risk by creating incentives to inflate appraised value.  This change will bring FHA into conformity with industry standards on seller concessions.

o   The change will be posted in the Federal Register in February, and after a notice and comment period, would go into effect in the early summer.

 

4.      Increase FHA lender enforcement.

o    Publicly report lender performance rankings to complement currently available Neighborhood Watch data which will be accessible via www.hud.gov on February 1.

§  This is an operational change to make information more user-friendly and hold lenders more accountable; it does not require new regulatory action as Neighborhood Watch data is currently publicly available.

o    Enhance monitoring of lender performance and compliance with FHA guidelines and standards. 

§  Implement Credit Watch termination through lender underwriting ID in addition to originating ID.

§  This change is included in Mortgagee Letter 2010-03 and is effective immediately.

o    Implement statutory authority through regulation of section 256 of the National Housing Act to enforce indemnification provisions for lenders using delegated insuring process.

§  Specifications of this change will be posted in March, and after a notice and comment period, would go into effect in early summer.

o    HUD is pursuing legislative authority to increase enforcement on FHA lenders.  Specific authority includes:

§  Amendment of section 256 of the National Housing Act to apply indemnification provisions to all Direct Endorsement lenders.  This would require all approved mortgagees to assume liability for all of the loans that they originate and underwrite.

§  Legislative authority permitting HUD maximum flexibility to establish separate "areas" for purposes of review and termination under the Credit Watch initiative. 

 

Note:  This would provide authority to withdraw originating and underwriting approval for a lender nationwide on the basis of the performance of its regional branches.

 

In addition to the changes I have outlined, we are continuing to review FHA's overall response to housing market conditions, to evaluate its mortgage insurance underwriting standards, and to improve its measures to help distressed and underwater borrowers through FHA/HAMP and other FHA initiatives going forward.

Chicago Tribune (Mary Ellen Podmolick, 1/20) "FHA homeownership rules to change" The Federal Housing Administration announced changes Wednesday that will make it more expensive for homebuyers to secure agency-backed mortgages while some consumers will be priced out of the housing market. LINK

  

CNNMoney.com (Tami Luhby, 1/20) "FHA loan requirements will make it harder to get a mortgage" It's going to be harder to get a government-backed mortgage from now on. LINK

CNBC.com (Diana Olick, 1/20) "FHA Boosts Insurance Premiums to Cushion Defaults" In a move to shore up the FHA's beleaguered balance sheet, Commissioner David Stevens on Wednesday announced big changes at the government mortgage insurer that now backs about half of all home loans to the nation's minorities.
